PROGRAM DESIGN AND MANAGEMENT
Summit County Government is the local grantee and holds all of the legal and fiscal responsibility to implement and operate the Head Start Program. The Board of County Commissioners chose a community governing structure to share the governing responsibility for our Head Start Program along with the parent/community Policy Council. The partnership utilizes existing information, services, expertise and experience of four community entities - Summit County Government, Summit School District, Early Childhood Options, and the Family and Intercultural Resource Center. All of the entities appoint representatives to a Partnership Board. The Partnership Board of Head Start has been recently designated as the Early Childhood Options Board. This unique partnership overseeing the Summit County Head Start Program with its integrated center-based classroom design has ensured from the beginning a broad representation and participation from a variety of public and private agencies in our Head Start program.
Non Federal Share
A Federal requirement of 20% local share (cash or in-kind) must be met to
enable this agency to spend its Federal Head Start funds.
